Not in the grub-boot it doesn't offer that ... but it does start in English.
The text about adding "country=uk" is hardly defined (greyed out) and total gibberish for non habitual Linuxers.
The English base text creates the expectation every follow-up will be in English by default too.

it is not possible, and is not grub, is syslinux (if im not wrong), that was only possible with grub-gfx like it was in Elive Gem/Topaz
