Seems like the "buster-backports" repo is failing, maybe the specific mirror has it removed, after a long time of "old releases" the debian repos needs to be moved to the archive ones, but in any case buster is very old (buster --> bullseye --> bookworm), elive is using bookworm now in the last beta versions, so instead of fixing the repos what I (strongly) recommend you is to download the last beta and install it (remember that the installer features the upgrade mode which saves all your users and data), the new versions has a great number of new features and improvements since buster
